"SENIOR INSTITUTIONAL CONSULTANT”
FOR SECRETARIAT NSCWR OF
STRATEGIC IRRIGATION MODERNIZATION AND URGENT REHABILITATION PROJECT (SIMURP)
The Ministry of National Development Planning (Bappenas) as the National Steering Committee for Water Resources (NSCWR) and the National Project Implementation Unit (NPIU) for SIMURP is responsible for ensuring the project's achievements in terms of output, outcome, and impact, and conducting studies or reviews of irrigation and agricultural management policies, and providing input and solutions for water resources issues. The Directorate of Water Resources, acting as the secretariat of NSCWR, provides the daily coordination and synchronization of SIMURP activities planning. Individual consultant is needed for the following position:
Position: SENIOR INSTITUTIONAL CONSULTANT
Main task:
The objection of the assignment as a Senior Institutional Consultant will be responsible (i) to assist NSCWR secretariat in monitoring and reviewing the institutional aspect of SIMURP project; (ii) provide draft recommendation to the NSCWR through it is secretariat on the improvement of the institutional aspect of the project i. e. inter agencies coordination and synchronization; function of KOMIR (Irrigation Commission); and role of WUA/WUAF (Water User Association and Federation); (iii) facilitate trainings for NSCWR Technical Committee and for Steering Committee, where needed.
Selection Criteria
The minimum qualifications of candidates are as follows:
- Minimum education is Bachelor's degree in water resources, agriculture, social, economy, and management;
- Experiences in working a minimal 1 job within the last 4 (four) years in government/institution or private sector proven the contract or other document;
- At least 12 years of professional experience;
- At least 5 years of experience in water resources sector;
- At least 5 years of experience in institutional/public policy;
- At least having certificate (SKA) related the field or training certificate of water resources/irrigation management;
- Having experience in coordination and synchronizing planning and implementation projects/programs across multiple sectors and stakeholders in the water resources aspect;
- Experience in management of the water resources project funded by international Agency/Organization;
- Experience in writing policy paper/book/study (proven with support document);
- The contract value of the similar work within the last 10 (ten) years less equal to 50% of the HPS proven the contract or other document;
- Eligibility and Conflict of Interest
- This position is opened for all candidates who qualified these requirements;
- Government officials and civil servants is not eligible unless has any document that prove he/she is going on leave of absence without pay, resigning, or retiring;
- Candidates shall not engage in any consulting or other activities that has conflict interest of the project.
